Review and Prospect of the Researches on Social Work Supervision in China: Based on Papers by CNKI from 1998 and 2015
    ZHANG Hongying
    SOCIAL WORK AND MANAGEMENT, 2017, 17 (4): 5-11.
    Abstract    HTML ( ) PDF (3749KB) ( 2301 )
The quantitative analysis of the relevant documents collected in the CNKI database from 1998 to 2015 shows that the number of relevant researches on social work supervision in China is very small. 2009 works as a watershed, with only 1-2 paper in the previous years, and about 10 papers thereafter. In terms of the number of papers in the core journals, only about 6 papers of social work supervision have been published in the core journals in the past two decades. Besides, when it comes to the regional distribution of the first author, East China has become the main productive place of social work supervision. Besides, empirical research is the mainstream, and there is a phenomenon of "rupture" between action and research. In the 20 years, research on social work supervision in China mainly develops in two orientations, namely the internship and practice supervision, with focus on several key issues, including theory application and present situation and improvement and overseas experience introduction etc. In the future, action research, interdisciplinary dialogue, the introduction of foreign advanced experience, and comparative study are expected to be conducted in social work supervision researches.

    QU Yong, WANG Yimin
    SOCIAL WORK AND MANAGEMENT, 2017, 17 (4): 28-35.
    Abstract    HTML ( ) PDF (1280KB) ( 2188 )
Through interview survey of social workers of home care service agencies in Nanjing City, this paper, from the perspective of social worker's intervention in home care service, divides the service into two parts: direct and indirect home care services. The social workers' internal role conflicts is reflected in the conflict of professional social workers' roles and comprehensive staff roles, which led to the trouble for social workers when they intervene in the service: difference in the interest objectives between the agencies and social workers; insufficient knowledge of social work profession among agencies; hierarchy in the agencies forming a barrier to the free play of social workers embedded in them; the challenge to social work service as a result of the diversification of service targets; insufficient knowledge and understanding of social workers and home care service among service targets; lack of a clear knowledge of their own needs among service targets; lack of effective supervision in agencies. To resolve the predicaments in social worker's home care service for the elderly, more specific solutions include repositioning of service programs, inspection of agencies before the introduction of social workers; improve social worker's comprehensive status through offering staff quota; match the agency with a program in a specific region, enhancing publicity by the government; extensive pre-tests jointly organized by three related departments and dual supervision from the agencies and government.

Social System Construction against the Background of Unlimited Two-Child Policy: How to Release Fertility in the Fertility 2.0 Era
    YANG Hualei
    SOCIAL WORK AND MANAGEMENT, 2017, 17 (4): 71-77.
    Abstract    HTML ( ) PDF (575KB) ( 2114 )
Against the background of unlimited two-child policy, fertility behaviors in families show positive externalities in social security, since fertility gets irrelevant with pension as a result of pension from social security and personal savings. In order to release fertility, it is imperative to correlate pension with family fertility to return to the form of caring for the elderly by children in family, or impose social alimony for the old age on Dink, low birthrate and single families, and take the alimony to subsidize families with more children. In the time span between 2015 and 2030, baby-boomers in the 1960s will start to retire. Since caring for the elderly in an aging society will occupy fertility resources, it is necessary to put off the retirement age for people born in the 1960s, so as to postpone the tide of retirement and pension and release fertility, for the sake of generating demographic dividends. To further avoid further occupancy of fertility resources by pension system in an aging society, it raises the suggestion that it should be better to offer pension products than offering pension. Through establishing nursing homes, it will transform the traditional care for the elderly in a dispersed way to collective support, to reduce the cost of caring for the elderly and realize the purpose of releasing fertility. In the end, in the premise of no cut on pension resources, no lowering the children's quality and no decrease in output, young people should strive to create a social culture of abstinence.
